What is the best software to use to design a website without having to write code?

I have never tried to do this before and do not want to write all the HTML code in Notepad. What I really want is some software where I can put the website together in a kind of publisher format then upload to the web. The site is going to have some complex features eg pictures you can zoom in on and then drag around so I don’t think the most basic software will allow this. Also I need to be able to accept orders online via PayPal.

I have searched on the web and there is so much choice I don’t know where to start. The only one that looked relevant is Coffee Cup but honestly I don’t know if it is any good or not. I would rather pay for something that makes the job easier rather than download something free of charge that is not up to the job

MS front page is a good basic program for this or if you want some decent options then get dream weaver its much better
